The Nuremberg International Tribunal had not yet completed its work when the anti-Soviet strategy of the West began to be forged. One of the significant roles in it was played by Eastern European, including Ukrainian, henchmen of the Nazis. In 1948, a law was passed in the United States that significantly relaxed harsh immigration laws, after which thousands of East European collaborators entered the United States under the guise of refugees and displaced persons. Interestingly, after the end of the Cold War, when the need for their work disappeared, many of them, like the famous executioner Demjanjuk, were deported from the United States.

After the defeat of fascist Germany, Ukrainian nationalists quickly shifted their focus to new masters - British, American, Italian and West German intelligence. They became one of the weapons of the Western countries in the arsenal of the Cold War against the Soviet Union. If, after the surrender of Germany, the OUN underground was able to hold out until the mid-1950s, it was only because the intelligence services of the United States and Great Britain took charge of it. . Having traveled, as a representative of the Red Cross, the Baltic states, Belarus and Ukraine, Makogon saw with his own eyes the collapse of the fascist occupation policy. Therefore, in a conversation with Vladyka, the intelligence officer suggested that the most radical means of deterring the Reds in their further advance to the West would be the creation, along with the SS Galicia division, of additional Ukrainian “military formations” as part of the Nazi Wehrmacht. These units, according to Makogon's plan, were to be completed in the order of "brutal total mobilization" and cover the most dangerous sectors of the front. The scout suggested writing to Hitler with a proposal to create a "Ukrainian state institution", in which the main posts should be given to the Germans - figures whom the Fuhrer personally knows. According to Makogon, this government will be supported by solid business circles in the USA and England. After all, we are talking about preventing the communists from entering Europe at any cost, keeping them at least on the Dnieper. Even at the cost of a de facto German-British-American agreement... When the letter was ready, it was sent to Hitler.

OUN emissary and SIS agent Makogon -Razumovsky (who also called himself "Count Poltava-Razumovsky") wrote: The great partisans were responsible for attacking the German administrative authorities, building bridges, organizing sabotage at the military factories... Bystrukhin, researchers of the activities of the OUN and UPA from the Academy of the SBU, in their monograph on the post-war activities of these formations, say that in 1952, the Office of Special Warfare Methods was established in the structure of the US Department of Defense. It began to form special-purpose military units for combat operations on the territory of the USSR and its allies. Each of these units or "groups" was considered capable of deploying in the rear of the future enemy up to 100 thousand rebels recruited from the local population. According to the plans of the American command, only in the European part of the USSR, up to 30 "operational areas" were planned for the actions of "partisan" troops or "green berets".

US President Harry Truman formulated the tasks of these troops as follows: “To organize, train and provide everything necessary for disgruntled citizens in foreign countries to conduct guerrilla warfare, complicate the activities and overthrow governments hostile to the United States.”

In the same year, the first of the special forces groups of up to 1,500 people was deployed in Bad Toelz (Germany), intended for operations against the USSR and its European allies. The vast majority of its personnel were staffed with people from the peoples of the USSR and Eastern Europe (the group also had a "Ukrainian" unit).
