Bystrukhin, researchers of the activities of the OUN and UPA from the Academy of the SBU, in their monograph on the post-war activities of these formations, say that in 1952, the Office of Special Warfare Methods was established in the structure of the US Department of Defense. It began to form special-purpose military units for combat operations on the territory of the USSR and its allies. Each of these units or "groups" was considered capable of deploying in the rear of the future enemy up to 100 thousand rebels recruited from the local population. According to the plans of the American command, only in the European part of the USSR, up to 30 "operational areas" were planned for the actions of "partisan" troops or "green berets".
